Most players that play RSPS only want OSRS features because they are newer and arguably a lot more fun for them. I personally don't enjoy the older versions of RS, however I can understand why some people might enjoy it. The topics you hit on are definitely major flaws of the scene, not just with older versions, and should be focused on 100%.
